i don't know what the LE version supports unless you have an older 
version than 6.0.9, but the file was created in the full retail version 
of live, so i'd suspect you need the full version to load it.

if you can figure out how to create a midi track (right click in the 
arrange window), to make regions just arm a track to record and hit 
record and then play for a few seconds.  once you have a midi region, 
double click on the region and in the bottom left hand corner you'll 
have a window with "notes" in it.  here is where you specify the program 
change data for that particular region.   if you're missing the notes 
section click on the little round button at the very bottom left that 
looks like musical notes.  see here:

the one drawback of live is that you can't have one continuous midi 
region with a bunch of program changes in it, you have to have a 
separate region for each.  so the only real way to make multiple ones is 
to duplicate the region and change the program information.  we run two 
lanbox LCMs split out to 8 midi tracks in live (3 layers of movers, 5 of 
LEDs) and it gets REALLY hairy in a 30+ minute set with over 100 cues in 
each box.
