I do not know anything about pd, but with MAX you just send a 
"ChannelSetData" see LC+ reference page 7.

Example:

First set to 16 bit address mode: *65FF#

Then e.g. set in layer A channel 2 and 5 to full (255)

*C901 0002 FF 0005 FF #

Above examples assume a TCP connection is made, and should be closed 
after usage.
