One way to control the speed of ac fans is to simply switch them on and off 
at different time periods.
I used this method to control the speed of fans blowing organ pipes it 
worked well.
On for 1second off for 2 On for 1second off for 2 On for 2second off for 2 
etc.
you can experiment to get the speed you want. it's not perfect but it's 
cheap.
