Depends if you want variable speed. For fixed speed you probably need an 
array of darlington drivers ie ULN2003 or similar plus an old style DMX 
decoder as in Avolites FD dimmers, each one only does 96 channels so u 
need 3 of them. I don't think there is a dirt cheap solution. I you want 
variable speed AC fans it gets nasty go DC if u can. So give more detail 
and let's see what can be done!!
