Yes, we know it's a nasty bug, but it's in the framework. I promise 
that we will have a look again when we prepare v3.4 for the SMPTE 
extension.

OK, if you can live by -only- clicking:

Load your cuelist in a layer in edit mode, but put the cuelist editor 
back in blind mode. This enables the single line editor.

click next step
click on single line edit text; from dialog click change fade time.
click replace button below single line edit text

click next step, etc

You can combine this with keys for next/prev steps,
