Sure, just set a layer to a chase mode, and you can change the speed 
from 50% to 128x with the chase speed wheel.

We do not have a program for that, as it is very unreliable. Actually 
even random chase is better :-)

There are several DJ and VJ programs who generate MIDI clock, and a 
LanBox can trigger on it. BTW You can also create it with MAX-MSP.
