As Jon said, for direct channel control use NoteOns, and yes you can reach all 511 channels, but you need to set multiple MIDI channels to a layer in the Global->MIDI settings. For more info about all MIDI commands, see the included reference manual.

Yes, you can map the same MIDI channel to multiple layers, but that's useless, as only the top layer will be seen. Groups/masters have nothing to do with layers, they are all within each layer.
