Maybe you did place a 16 bit fixture on that channels? From a new project, -just- place fixtures, do NOT fill in DMX or channel addresses, nor use the patch editor initially.

BTW Check that there are no 16 bit channels in Global settings (maybe 10&11 coupled as 16 bit channel).
