Is this normal?
Yes, when a channel is not active in a certain layer, the same channel of a lower layer pops up.

Imagine two stacked presentation sheets:
1. Make the top sheet black or white, and you see a black/white sheet.
2. Clear the top sheet, and you see what's on the second sheet in stack.

Layers are working as stacked presentations sheets.
