In win2k, the old Device Manager hides in Control Panel->Admin Tools->Manage Computer... In device manager right clicking on a Modem device and selecting Properties opens multi-tab dialog box. Advanced Tab has button "Advanced Options" that pops a dialog that includes a control to allow selection of the port number at which the modem will be found.
