In win2k, the old Device Manager hides in
Control Panel->Admin Tools->Manage Computer...

In device manager right clicking on a Modem
device and selecting Properties opens multi-tab
dialog box.  Advanced Tab has button
"Advanced Options" that pops a dialog that includes a control to allow
selection
of the port number at which the modem will be found.  I moved from 4 to 7 (it
had worked on
4 - but I saw flakiness at connecting so I
tried 7 as a test).

This is an older Dell (at home/no model number
at hand).
